Here's my lil review:
Received $3 test balance but the bin wanted to try cost 4.50 which is a nice price. So I purchased 3 CCs from the discounted section or whatever for 80 cents a pc. 2 was dead. 1 was live but on had wrong billing info from which 2 sites said at checkout. Also double check ed with peoples finder app. So I really.can not say if CCs are advertised or can not say CCs are trash because couldn't do much with 3 buck.

If a card is live & valid but the billing address is wrong. You can still link it to PayPal. You'll be able to buy anything with it that accepts that as a payment method, but you won't be able to buy crypto directly on PayPal.
