Is this site (gamesforfarm) legit?

I'm thinking of buying Steam balance from this site. Seems too good to be true, that's why I'm wondering if its legit. I got it from this site which I don't see any searches for on here except for advertisements from the owner. The thing is, there isn't too much to lose as long as I create a new steam account and follow the instructions provided on the website. I would only be losing around $5 USD for the potential to get $300 in Steam balance. But at that point there really isn't a huge margin for profit on the owners end.
